What steps will reproduce the problem?
(1)Sign in to chrome ->launch chrome,Open devtools
(2)Click on'Customize and control DevTools' -> Undock into separate window 
(3)Now close and reopen devtools page and Observe near three dot menu(Customize and control DevTools)

Actual:Delay is seen by unnecessary movement in three dot menu
Expected: No such unnecessary movement should be seen.

This is a Regression issue as same is working fine in 58.0.3029.145/9334.74.0 

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in latest M62
