Get rid of check-webkit-style

In the current form, it's somewhat buggy already. For example, see issue 709216. It's also complicated: rather than integrating into the current PRESUBMIT system, it calculates its own diff, etc.

This is now third_party/blink/tools/check_blink_style.py, but it still exists.
