Regression: Button skeleton is missing in 62.0.3189.0

Chrome Version: 62.0.3189.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Freshly install chrome and observe first run bubble , after installing avatar bubble , Click on star and observe bookmark bubble

Expected: Button skeleton should be seen.
Actual: Instead button skeletons are missing on all buttons.

This is a regression issue broken in M62. Will provide other info soon

Issue is seen with all button UI i.e , for location bubble, for zoom bubble , Bookmark all pages overlay button , Sign in to chrome button from manage profile ..

Able to reproduce this issue on Ubuntu 14.04 using chrome latest Dev #62.0.3189.0. This issue is not seen on Mac OS 10.12.6.

Checked the issue with steps mentioned in comment #0 on latest build i.e 62.0.3192.0 dev and is no longer reproducible..
