Browser become super slow while using 2 browser window simultaneously

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Open one user's browser, open 3-4 tabs some website
2. now Open new window with another user or in incognito mode and open 3-4 tabs with some websites
3. After 5-6 mins, it becomes super slow and actually couldnt browe smoothly until i close one of the window

What is the expected behavior?
It should work smoothly instead of getting hung.

What went wrong?
It was working smoothly earlier but not isnt it, whereas it should be.

Did this work before? Yes I am not sure

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 17.04
Flash Version: Shockwave Flash 26.0 r0

Tested this issue on 59.0.3071.115 ,latest stable #61.0.3163.79 and on latest canary 63.0.3208.0 and unable to reproduce the issue.

Steps that included are:
1.Opened one user browser, opened 3-4 tabs of some website
2.Now Opened an incognito window and opened 3-4 tabs with some websites
3.waited for 5-6 mins and Observed browser works fine with no hung


Reporter@- Could you please check the screencast attached and let us know if anything is missed from our end.
And also please try to upgrade your browser to latest version and recheck the issue in a new profile with no extensions
