DCHECK(!tmp.empty()) fails in arc_net_host_impl.cc

Running CrOS on kevin built with gn option dcheck_always_on set to true results in the DCHECK at arc_net_host_impl.cc:420 going off multiple times.

Assigning to cernekee@ that seemed to have written that code in the first place.
