In  crbug.com/739152 , we modified the format of the time displays on the Media controls, and as a result the current time display no longer depends on the duration of the media. Before removing code that updates the current time display when OnDurationChange is called on MediaControlsImpl, we need to make sure we won't be introducing any issues.
