Should not disable boot animation before login wallpaper is shown

Currently there's an abrupt transition between the boot animation and the wallpaper at login screen. It seems that boot animation used to be enabled. There may be a bug that disabled it accidentally.

Attached the mock for reference.

There is a tentative fix. The above video is after the fix. This video is what we have as of now.
