[Guest User] chrome://settings page takes a long time to open, when connected to a network which blocks all traffic. |

Issue descriptionChrome Version: <From about:version: Google Chrome 61.0.3163.51> Chrome OS Version: <From about:version: Platform 9765.31.0> Chrome OS Platform: <Eve> Network info: <Wifi- All traffic Blocked> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) On the login screen, connect to a network which blocks all traffic and internet access is only through a proxy. (2) Click on "Browse as Guest" (3) Open chrome://settings page Expected Result: Chrome://settings page should immediately load. Actual Result: Page takes about ~2 mins to load. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report. Logs attached. Will check on other devices and update.

I am not able to reproduce this on my samus device. Can you confirm that this is reproducible and maybe provide proxy settings that reproduce this (I just set a 'foo.com' proxy)? Also can you determine whether it is somehow Eve specific, or if it is specific to 61?
