Need improvement on parse test results from Isolate Server |

Issue descriptionWe keep seeing errors in parsing test results pulled from Isolate Server. We'd better have a separated and dedicated python modules to parse test results, load data from Swarming, load data from Isolate Server, etc. A new error: https://pantheon.corp.google.com/errors/6004044274702388568 |
