ARC: Apps crash with getOccupancyHistory() -> "consumerBase is abandoned!"

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/60.0.3112.78 Chrome/60.0.3112.78 Safari/537.36
Platform: 9765.29.0 (Official Build)  dev-channel caroline

Steps to reproduce the problem:
Run some app-- say the k-9 material app-- in ChromeOS on a Samsung Chromebook Pro and view any email.

What is the expected behavior?
You should see the email content displayed.

What went wrong?
The app disappears-- without a crash message on screen.  The following appears in logcat:

E ConsumerBase:  [Almost done...] getOccupancyHistory:  ConsumerBase is abandoned!
E Layer: [Almost done...] failed to obtain occupancy history (-19)
WindowManager:  WIN DEATH: Window{etcetcetc}

Did this work before? Yes About two ChromeOS dev updates ago-- don't know the name of that release.

Chrome version: 61.0.3163.47  Channel: dev
OS Version: 61.0.3163.47 (Official Build) dev (64-bit)
Flash Version: 26.0.0.137

The error does not appear with all apps, but it does with some apps and is easily reproducible.  This is definitely a regression as the affected apps were working about two weeks ago.

Not sure if this bug is connected to  bug #739296  but it looks like a similar error.

Ignore the reported UserAgent above as I'm not reporting this on the affected Chromebook.

The regression affects the latest dev release of ChromeOS on the Samsung Chromebook Pro (caroline).
