Double tapping on the fullscreen app list item seems broken

Project Member Reported by x...@chromium.org, Aug 17 2017

Issue description

Chrome Version: (copy from chrome://version)
OS: Chrome

Steps:
- Add --enable-features=EnableFullscreenAppList to enable the fullscreen app list
- Open the fullscreen app list
- Double tapping on the app list item on the touch screen

What is the expected result?
The context menu pops up correctly.

What happens instead?
The app icon enlarged. The app name that is below the app icon disappeared. And the popping context menu is beneath the app icon. See attached screenshot.
