Save password infobar does not appear for dsw.com website.

Steps to reproduce:
  1. Launch Google Chrome
  2.Go to dsw.com
  3.Enter username and password and then Sign In.
 

Observed results: 
Save password infobar does not appear for dsw.com website.

Expected results:
Save password infobar should  appear for dsw.com website.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Desktop: Yes - first time, No- Second time
Bug reproducible on Chrome Mobile on Android:No
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): M60 -Yes
Bug reproducible on the current beta channel build (App Version, iOS Version): M61- Yes

There is no point in assigning owners to P2 until we fix our P1s. This quarter, dvadym@ was assigned to start with the P1s.

Here is the problem with submission detection. For some context: 
Chrome Password Manager tries to show save pop-up only in case of successful submission, so it's needed to find 2 events:
1.User clicks submit button
2.Some navigation happens, so Password Manager can check that the submitted form disappeared (this considered as signal of a successful submission).

The first event is observed by Password Manager, but there is no navigations, so the second event is never seen.
