Make GetGsNamesWithWait returns full URL instead of basename.

we've got two users of chromite gsutil API: GetGsNamesWithWait:

one wants basenames, and the other (this one) wants full paths. GetGsNamesWithWait specifically strips off the full URL. @vapier suggests that we flip the logic so that GetGsNamesWithWait returns the full path all the time, and the caller can decide whether to strip.

It's a fixit-level bug. File this one for tracking.
