move wmatrix_backend code to a single repo

Current deployment flow documented at https://sites.google.com/a/google.com/chromeos/for-team-members/infrastructure/chromeos-admin/update-wmatrix suggests that the checkout in which the wmatrix backend code lives is not a proper |repo| checkout.

When the bug says "single repo", does it mean an instance of repo grouping the various git repositories together, or grouping it into a single git repository, pulling in everything not in the repo from imports.
