Consumer Mode Kiosk: Chrome Webstore loops saying "updated version...reload page"

Issue description

M61 Dev channel, build 9765.30.0, chrome 61.0.3163.51
Device:  Tricky; Consumer Kiosk mode

(1) Installed the above build on a Tricky, stepped through OOBE, and enabled consumer kiosk mode at the sign-in screen (ctrl + alt + k).

(2) Logged in as owner "exc1@crosprqa4.com" and started a chrome browser.
[Note:  The above login is "managed", and one of its restrictions is 'no cookies']

(3) Opened a tab and went to the Chrome Webstore (chrome.google.com/webstore), and searched for "chrome sign builder".

A set of close matches briefly appeared, then a notification overlaid the page:  "There is an updated version of the Chrome Web Store.  Please reload the page. [RELOAD]"

Clicking the [RELOAD] button just causes the same notification to appear.


Tried the same steps above using my personal gmail account which does permit cookies, and that worked fine.  

Assuming that cookies are now required to access the web store, it would be helpful if the notification gave a hint about it.
