App list button bounces to the bottom when windows are maximized.

(1) In non-tablet mode, open a couple windows and maximize them.
(2) Switch to tablet mode, and switch back.

Expected: App list button should smoothly animate towards towards taking the back button's spot.

Actual: App list button bounces to the bottom of the shelf before beginning the animation.
