Unable to use handwriting, emoji and voice inputs in tablet mode.

Issue description

Google Chrome	61.0.3163.51 (Official Build) dev (64-bit)
Revision	0
Platform	9765.31.0 (Official Build) dev-channel caroline

What steps will reproduce the problem?
1. Enable 'Show input options on shelf' from Settings -> Languages & Input section
2. Switch device to tablet mode
3. Open a new tab in browser. Tap on omnibox
4. Dismiss the on-screen keyboard that pops-up. See that cursor is still blinking in omnibox
5. Open Input methods from shelf, click on handwriting option 
6. Observe that omnibox focus is lost and hence cannot use handwriting input


What is the expected result?
Focus should remain on omnibox when handwriting input is opened

What happens instead?
Focus is lot. Same issue with emoji and voice input.

IME menu window gets focus when opening emoji/hand writing/voice keyboard for some reason. It causes this issue.

Try to reproduce on Caroline with Canary Chrome OS, the omnibox was focused during switching the input in IME menu window. So it works now.

Can anybody help me verify it on other chromebooks?
Status: WontFix (was: Started)
I confirmed that this issue doesn't happen anymore on dru.
It might be fixed by some changes in IME tray side.
