Regression: Drag and drop is not as expected in app menu of NTP

Issue description

Chrome Version: 62.0.3188.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Sign in and go to NTP >> Open apps menu
(2)Try dragging one app and place it somewhere in menu and observe

Expected and Actual: 1.Drag and drop should be smooth , instead on first drop it is not getting dropped 
2.On dragging link should not be seen only app should be dragged, instead link is seen
3.On dropping any app menu should not get closed ,instead it is seen closed

This is a regression issue broken in M62.

Good Build: 62.0.3186.0
Bad Build: 62.0.3187.0

Able to reprodcue the issue using #62.0.3188.0 on Mac 10.12.6.
