[Non-regression] Unable to keep focus on zoom bubble via keyboard.

Chrome Version: 62.0.3188.0 (Official Build)a6c5719b8b51fe9ac7af8af1ce8318a83b70b486-refs/heads/master@{#495023} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and press 'Ctrl' + '+' key to open zoom bubble.
2. Once zoom bubble is appeared press 'Tab' key from keyboard and observe.

Focus doesn't move to "-" button on zoom bubble and it's gets dismissed.
Focus should move to "-" button on zoom bubble and it should not get dismissed.

Note: Able to keep focus on zoom bubble ('-', '+' and 'Reset' button) using 'Tab' key only if we opened zoom bubble by clicking on zoom icon in omnibox. (Refer expected video)

This is a non-regression issue, seen from M-60 series i.e. build #60.0.3104.0
