Regression: Cookies section appears blank in application devtools.

Issue description

Chrome Version: 62.0.3188.0 (Official Build)a6c5719b8b51fe9ac7af8af1ce8318a83b70b486-refs/heads/master@{#495023} (64-bit)

OS: Win(7,8,10), Mac(10.12.3, 10.11.6), Linux(14.04 LTS).

Steps to Reproduce:
1.Launch chrome, open devtools on NTP and go to Applications section.
2.Click on cookies drop down arrow, click link under it and observe.

Actual Result: Application section appears blank for cookies i.e. no reading columns is seen.
Expected Result: Application section should not appear blank for cookies 

This is Regression Issue broken in M-62 and will soon update the other bisect info.

Manual Bisect Info:
Good Build: 62.0.3186.0
Bad Build: 62.0.3187.0

Good build:62.0.3186.0(Revision:494273).
Bad build:62.0.3187.0(Revision:494644).

You are probably looking for a change made after 494604 (known good), but no later than 494605 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.5 and Able to reproduce in latest Canary #62.0.3188.0
Adding Release Block-Stable for this issue.Please remove if not the case.
Your bug is tagged as Release block Stable. 

M62 is branching soon and we will be taking only CRITICAL merges. Please plan accordingly.

I was able to reproduce this on the reported version: 62.0.3188.0 but the same works fine on the latest M-62 trunk(62.0.3202.0). Removing the blocker label.


aiman.ansari@: Could you please check this on the latest canary or the latest M-62 and confirm if the issue is still seen?


Note WRT comment #3 - Retested the above issue on latest Canary #63.0.3207.0 on Win(7,8,10), Mac(10.12.3, 10.11.6), Linux(14.04 LTS).
Above issue is not reproducible on latest Canary.
