Improve TimeRanges preview in DevTools console

Project Member Reported by fbeaufort@chromium.org, Aug 17 2017

Issue description

Google Chrome	62.0.3176.0 (Official Build) canary (64-bit)

What steps will reproduce the problem?
(1) Go to https://googlechrome.github.io/samples/media/controlslist.html
(2) Open DevTools Console
(3) Type: document.querySelector('video').buffered

What is the expected result?
I should get a nice preview of video buffered time ranges.
Something like: "TimeRanges {length: 2} [ '[0.000-3.416[', '[79.167-82.245[' ]

What happens instead?
I get "TimeRanges {length: 2}"

Thanks for the report. We could try adding a few of the first ranges as internal properties on the TimeRange object to appear in preview.

[[TimeRangePreviews]] seems like a very specific case to me; I wonder if there are similar objects that are really a 'list of items' but do not have their items as properties. If so, we might want to investigate trying a more general internal property [[NonEnumerableArrayLikeItemPreview]].
TimeRangePreviews are very specific indeed. The start(index) and end(index) makes it quite slow to inspect Time Ranges and it would be awesome if you could improve their preview a bit.

Going to make 430522 an umbrella bug
