Allow window move/resize shortcuts using a mouse

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36
Platform: 9592.71.0 (Official Build) beta-channel samus

Steps to reproduce the problem:
1. Open a Chrome window/tab on Chromebook with a USB mouse connected (might also want to support touch pads).
2. Search/Alt + Right Button Drag anywhere on the window

What is the expected behavior?
Moves/resizes the window. Given that Alt can be captured by any web app, I'd suggest to use a "Super" key, like Search or Assistant key:

- Super + Left button drag to move window
- Super + Right button drag to resize window
- Super + Middle button click to send window to back

What went wrong?
Not implemented but dragging borders is hard. Also if we support someday a smaller title bar (which I hope), it'll also help move windows or see the one below.

I don't think we will prioritize this given how hard this would be to discover and the fact that those actions are possible with increased border drags
