Fullscreen toggle forgets window's position

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36
Platform: 9592.71.0 (Official Build) beta-channel samus

Steps to reproduce the problem:
1. Open a Chrome window not in fullscreen on a Chromebook.
2. Press Alt + ] to have to take 1/2 of the right screen.
3. Press the Fullscreen button twice.

What is the expected behavior?
Window taking 1/2 right screen.

What went wrong?
Window reset to it's location as of step (1).

This is one of remaining work in crbug.com/318325 (I probably should close it), and same as crbug.com/689764.

This isn't just restoring to snapped, as the snapped has to restore to the original position. It can also go through multiple states snapped -> maximized ->fullscreen, which should rewind in the same order, (but can be minimized in the middle :), and then toggle to fullscreen from minimized.

Forgot to mention. You also consider what to do with persistence.
