Mouse wheel should cycle through tabs on Chrome OS

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36
Platform: 9592.71.0 (Official Build) beta-channel samus

Steps to reproduce the problem:
1. Plug a USB mouse on a Chromebook
2. Mouse mouse cursor over a list of Chrome tabs
3. Turn the wheel

What is the expected behavior?
Cycles through tabs (works on Linux at least).

What went wrong?
Doesn't do anything.

Did this work before? No

Whenever the cursor in over the tabs area, turning the mouse wheel cycles through tabs.
Status: Archived (was: Unconfirmed)
