Regression: Textbox disappears on zooming out to 33%.

Chrome Version:62.0.3187.0 (Official Build) 1066a02fc3eda664375a59a5962ccffa0e28c81f-refs/heads/master@{#494644} (32/64 bit)

OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3).

Precondition: Add 2-3 extensions so that 'keyboard shortcuts' option appears..

Steps to reproduce:
1.Launch chrome and navigate to chrome://extensions/.
2.Click on 'Keyboard shortcuts', zoom out to 33% and observe.

Actual Result: Textbox disappears on zooming out to 33%.
Expected Result: Textbox should not disappears on zooming out to 33%.

This is regression issue broken in 'M-61' and will soon update the bisect info:

Using the per-revision bisect providing the bisect results,
Good build:61.0.3141.0(Revision:482153).
Bad build:61.0.3142.0(Revision:482491).

You are probably looking for a change made after 482232 (known good), but no later than 482233 (first known bad).
