It seems more like some old remnant of buffer size limit to 64MB remained there.

This limit has been present for a while. I recall that the last time we attempted to raise it, the WebGL conformance tests started failing on certain platforms. The reason is pretty deep. The GLES 2.0 spec (section 2.5 "GL Errors") says that "results of GL operation are undefined only if OUT_OF_MEMORY has occurred". We considered this to mean that it was risky to continue execution if we saw an OUT_OF_MEMORY error, so Chrome's command buffer has had an option, lose_context_on_out_of_memory, enabled for a while. Some of the WebGL conformance tests do some pretty stressful resizing of canvases, and they were triggering real OUT_OF_MEMORY errors in some situations -- on Android, I think, but don't remember. You're right, it's pretty poor that canvas resizing imposes this limit but canvas creation doesn't. We should remove the limit, stop losing WebGL contexts upon out-of-memory, make sure Chrome's command buffer correctly tracks the associated data structures (levels of textures, renderbuffers, etc.) if out-of-memory occurs, and make sure the WebGL conformance tests continue to pass. CC'ing geofflang@ because this will affect the behavior on the pass-through command buffer too. It looks like the pass-through command buffer always loses the context upon out-of-memory, rather than looking at ContextCreationAttribHelper::lose_context_when_out_of_memory.

It was difficult to propose a fix for this because my main development machine (a MacBook Pro Retina with NVIDIA GPU) is affected by poor graphics driver behavior where allocation of a few large textures causes the GPU to hang and the application to be terminated -- in this case, Chrome's GPU sub-process, which causes a lost context event. Testing on a MacBook Pro with AMD GPU, and Linux workstation with NVIDIA GPU, doesn't show this poor behavior. https://chromium-review.googlesource.com/724723 is up for review lifting this artificial limitation, but continuing to enforce it where needed as a driver bug workaround.
