What steps will reproduce the problem?
1. Open many normal tabs (recommend more than 20)
2. Open new incognito tab, and try to load any web site.

What is the expected result?
Web page is loaded successfully on the incognito tab

What happens instead?
Web page loading is pending.

Reproducing ratio is pretty often with Galaxy-Tab-S3, which is latest Samsung tablet device.

If you terminate all applications but run only Chrome browser, you can reproduce it at once.
