Regression : Nothing happens after clicking 'Refresh' button in 'Application' section of devtools.

Issue description

Version: 62.0.3188.0 a6c5719b8b51fe9ac7af8af1ce8318a83b70b486-refs/heads/master@{#495023}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Application' section and expand 'Local storage' and click on first url.
3. Now on RHS area of 'Local storage' right click and observe(Refer screen cast)
 
Actual: Nothing happens after clicking 'Refresh' button which appears after right click. 
Expected: Some action should be performed after clicking 'Refresh' button which appears after right click or it shouldn't appear .

This is regression issue, broken in ‘M 58’ and will soon update other info :

You are probably looking for a change made after 447342 (known good), but no later than 447343 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.6 and able to reproduce in latest Canary #62.0.3188.0
