Steps to reproduce:
1. Consider two devices A & B
2. Launch chrome in both the devices
3. In device A and B sign in to chrome with the same account
4. Load some web pages in device A
5. Open recent tabs in device and observe the web pages loaded in device A is displayed or not
6. Sign out of chrome in device A
7. View recent tabs in device B

Observed results:
The recent tabs records are displaying the device A records with one webpage (which is launched for the first time)

Expected results:
Recent tab should only display the records that are active in other devices
