Drag-and-drop to bookmark bar not always working when folder too large and to the left

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Steps to reproduce the problem:
1. Enable the bookmark bar and create a folder
2. Put many bookmarks in that folder to the point where it's too large to show them all directly below the folder.
3. Observe clicking on the folder to open it will put the popup to the right of the folder instead of below it
4. Drag a site widget/icon to the folder and wait for it to open, then try to place the icon in the folder.
5. Observe the popup may disappear prematurely, if you're not super fast.

What is the expected behavior?
I should be able to choose the position of the bookmark I am adding even if there are a lot of bookmarks.

What went wrong?
Sometimes it's impossible to drag a site into position in a bookmark folder if the folder has too many bookmarks. The popup may close prematurely leaving nowhere to drop to. The inconsistent behavior leads me to believe this is a bug. I've attached an animated GIF that demonstrates this.

Unable to reproduce this issue on Windows-10 using chrome latest stable #60.0.3112.101 by following steps mentioned in original comment. Observed able to drag and drop the bookmarks from one folder to other folder.

Reporter@ Could you please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser. Please provide a screen-cast for better understanding in case if issue is still seen.

I already gave a animated gif which shows the whole thing. You need so many bookmarks in the folder that it moves the popup over to the side, as seen in the gif, otherwise you can't trigger the bug.

Just an update on this, I think that the actual bug is the menu popping up to the side. If I delete an entry then the menu appears below the folder like normal, even though it has more entries than can be shown, and I can mouseover the caret to scroll up or down through the entries.

Sorry I did not know you had replied to this. Your repro is wrong, the issue is that when there are too many bookmarks for the screen then the popup menu is moved off to the side and it's very difficult to add any more bookmarks.
