Bookmarks in folders in menu bar flicker three times when clicked

macOS 10.12.6

What steps will reproduce the problem?
(1) Place a bookmark in a folder.
(2) Show the Bookmarks Bar.
(3) Click on the bookmark in the folder once.

What is the expected result?
The bookmark loses its gray hover background.

What happens instead?
The gray background flickers three times for bookmarks in folders, but not for bookmarks in the bar directly (see attached video).
