Add UMA histogram to log media licenses cleared |

Issue descriptionWe want to understand how frequently licenses get cleared (via clear browsing history > media licenses), and how many licenses get cleared through this action. We should be able to get both of these from a single histogram.

The first part is currently logged as UMA action "UserActions.Counts.ClearBrowsingData_ContentLicenses". Ignore the description as it's wrong. As for the second part, we don't know how many licenses there are (if any) as the CDM stores all it's data in a single file. That will change once the CDM starts saving licenses in separate files.
