Refactor 24 hour clock setting to use pref in ash

Issue description

The system tray can show the clock in either 12 hour or 24 hour mode. The supporting code was converted to mojo before we could use prefs inside ash.

Move prefs::kUse24HourClock into ash and observe it there. This would allow some SystemTrayClient code to go away.

This is more complex than just observing a pref. It's entangled with policy and CrosSettings.
