[TTS] UKM logging generates lots of MissingURLNotSeen entries

Although we're seeing Contextual Search data in the log, there are LOTS of MissingURLNotSeen entries, which probably indicates a bug in the code, or else these are not Contextual Search entries. IIUC, if the URL isn't in the firsttimes table (i.e., if it's not crawled)  we get this.

There's also an origin field which captures the domain but not the full URL. The domain is still filtered against the firsttimes table, but should be more complete.
