Main problems:
(1) Flake analyzer isn't completing most of its analyses.
(2) Culprits aren't found even though they should.
(3) Lookback algorithm returning the same build number over and over again, resulting in an infinite loop.
(4) There's no retry logic for failed swarming tasks.
(5) The max iterations are too high, causing the swarming tasks to time out and our analyses to fail.
