ash_public/scale_utility exists for the reason that dip_utils currently does not have dependency on Skia, which prevents me from using gfx::Transform. To move it one level upwards will impact ~50 files, making it hard to cherry-pick to M61.

From M62 and later, we'll need to put it back to dip_utils.
