app is not able to be dragged around if dragging slowly

Repro steps: touch an app icon, waiting it becoming enlarged, then dragging to reorder slowly. We can see app icon is not able to be dragged.

Jenny, can you take a look into it?

It is not reproducible on tot now. If it is not reproducible on m61, I will just close this bug.

I tried with R61-9765.36.0 on kevin, could not repro. warx@, do you want to stop by my desk to show me how you repro the issue?
