SharePoint 2013/2016 Office Web Apps compatibility broken

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open up a SharePoint site and find an MS Office document
2. Try to preview the document and you get an error
3. Try to export a SharePoint list to Excel and you get an error.

What is the expected behavior?
When clicking on the preview of the office document it should load in a pane using the Office Web Apps. 

When export a SharePoint list to Excel it should open Excel and load the data in the sheet.

What went wrong?
The error displayed in the preview pane.

I have removed all elements of our current environment that could be impacting it. However it still happens across multiple people through our organization and others in the industry.

Unable to test this issue from TE-End because of non-availability of sharepoint environment, hence adding "TE-NeedsTriageFromMTV" label for further triage.
