Regression: Unable to scroll the page on keep extension

Chrome Version: 62.0.3187.0 
OS:Ubuntu 14.04 win

What steps will reproduce the problem?
(1)Launch chrome>> Go to WBS>> Add Keep extension>> Login
(2)Place the pointer on the top of scroll bar seen which is seen on left side of the page
(3)Hold and drag to the bottom

Expected
Should be able to scroll the page

Actual
Page is not scrolled to the bottom

This is a Regression issue broken in M-62

This is same issue with 755645. Already test on 62.0.3189.0. It is fixed.
