Regression: Chrome does not show 'Failed to load PDF document' error message dialog.

Issue description

Chrome Version: 62.0.3187.0 Revision 1066a02fc3eda664375a59a5962ccffa0e28c81f-refs/heads/master@{#494644} 
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1) Launch chrome, navigate to above url and open dev tools window on it.
(2) Press 'Cmd+R' to reload the dev tools window and observe error msg on PDF.

Actual: Chrome does not show 'Failed to load PDF document' error message dialog.

Expected: After reloading devtools, PDF should show 'Failed to load PDF document' error message.

This is a regression issue, broken in 'M-62', will soon update the other info:

Able to reproduce the issue on Mac 10.12.6 & Ubuntu 14.04 using latest Canary-62.0.3187.0.

You are probably looking for a change made after 494239 (known good), but no later than 494240 (first known bad).

The linked CL is a revert. Which means this was existing behaviour from before the CL was applied. Removing the release-block label. We will re-land the revert after the branch so it has more time to bake.
