What steps will reproduce the problem?
(1)Recover build via USB and Observe wallpaper at OOBE screen.
(OR)
(1)Sign in to chrome and sign out >> Now observe wallpaper in sign-out screen.

Expected: Wallpaper should be seen clearly both at OOBE and Sign-out screen.
Actual: Instead, wallpaper is seen blur.

This is regression issue as wallpaper is seen clearly in 61.0.3163.38/9765.21.0 dev channel Candy.

Note: 
1. Issue is also seen in latest ToT 62.0.3186.0/9845.0.0 dev channel Candy,Gnawty,Daisy
2.Issue not applicable to Linux and Windows OS
