Regression: Outgoing links are not seen for main menu options.

Issue description

Chrome Version:62.0.3187.0 (Official Build) 1066a02fc3eda664375a59a5962ccffa0e28c81f-refs/heads/master@{#494644}(32/64 bit).

OS: Windows (7,8,10).

Steps to reproduce:
1.Freshly install chrome and navigate to chrome://settings page.
2.Click on main menu icon at header to open the menu list.
3.Hover mouse pointer on any options and observe. 

Actual Result: Outgoing links are not seen for main menu options on mouse hover.
Expected Result:Outgoing links should be seen for main menu options on mouse hover.

This is regression issue broken in 'M-62' and will soon update the bisect info:

Manual Bisect Info: 
Good build:62.0.3186.0
Bad build: 62.0.3187.0


Note : 
1. Issue is not reproducible on Mac and Linux OS.
2. Issue is only reproducible on fresh installation.

I uninstalled and reinstalled Chrome Canary (62.0.3187.0) and I cannot reproduce this. Are you able to grab a screen recording? What type of hardware is this on HiDPI? or lowdpi?
Note: The type of hardware is lowdpi.

I know this is Windows and you worked in this area. I'm wondering if this is a side effect of some of the code you changed in  issue 442111 . I don't believe my change (timings in blink) has anything to do with tooltips not appearing. Likely your change is more susceptible. (this occurred between your first patch and the second patch).. Wonder if the second patch fixed it?

c#7: That bug was for tooltip windows.  The link bubble that appears in the lower left of a browser window is not a toplevel window, so it's unlikely those changes would have any effect on this bug
