Regression: Password bubble appears to be chopped after clicking on save button.

Issue description

Chrome version: 62.0.3187.0 1066a02fc3eda664375a59a5962ccffa0e28c81f-refs/heads/master@{#494644} (32/64 bit)
OS:Windows(7,8,10)

What steps will reproduce the problem?
(1)Freshly launch chrome and login to https://twitter.com/ with valid credentials.
(2)Click 'save' button from password bubble and observe the overlay.


Actual: Password bubble appears to be chopped after clicking on save button.

Expected: Password bubble should be properly seen after clicking on save button.

This is a regression issue broken in 'M62' and below is the manual regression range
Good build:62.0.3186.0
Bad build: 62.0.3187.0

Note: Issue nos seen on Mac & Linux OS

This no longer repros at ToT@r495082.

I suspect it was r494403 from that bisect link, which was reverted in r495002 - duping into the bug it references.
