Regression: [DevTools] Vertical scroll bar is not working properly on More tools menu list.

Chrome Version: 61.0.3163.49 (Official Build) 97efb89dab9d3a6340b8e86378baafedff752f3b-refs/branch-heads/3163@{#578} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, open DevTools and dock it to bottom.
2. Resize the Devtools towards bottom and click on 'Customize and controls DevTools' icon.
3. Hover the mouse pointer on 'More tools' option to open more tools menu list.
4. Try to scroll the opened more tools menu list using vertical scroll bar and observe.

Unnecessary 'More tools' menu list get dismissed.
'More tools' menu list should not get dismissed.
 
This is a regression issue, broken in M-59 series, below is manual regression range.

Good build: 59.0.3065.0
Bad build: 59.0.3066.0
