Regression: On Google forum page, Main bar does not remain Idle on scrolling

Issue description

Chrome Version: 61.0.3163.49
OS:Ubuntu 14.04 win

What steps will reproduce the problem?
(1)Launch chrome and Navigate to https://productforums.google.com/forum/#!forum/translate
(2)Scroll the page and observe. 


Expected
While Scrolling the page,Google Translate forum line should remain idle and other content of the page should be scrolled.

Actual
Instead entire page is scrolled.

This is a Regression issue broken in M-61

Below is the manual bisect info:

Able to reproduce this issue on Mac OS 10.12.6 using chrome latest M61 #61.0.3163.49. Since this is a latest regression observed on M61 adding RB-Stable, please feel free to edit if this is not the case.
