Issue descriptionChrome Version: 61.0.3163.49 OS:Ubuntu 14.04 win What steps will reproduce the problem? (1)Launch chrome and Navigate to https://productforums.google.com/forum/#!forum/translate (2)Scroll the page and observe. Expected While Scrolling the page,Google Translate forum line should remain idle and other content of the page should be scrolled. Actual Instead entire page is scrolled. This is a Regression issue broken in M-61 Below is the manual bisect info: Good Build:61.0.3137.0 Bad Build: 61.0.3138.0

Able to reproduce this issue on Mac OS 10.12.6 using chrome latest M61 #61.0.3163.49. Since this is a latest regression observed on M61 adding RB-Stable, please feel free to edit if this is not the case. Thanks!
