Sheriff-o-Matic: Show ChromeOS Infra deputy on the left sidebar

The Chrome Infra troopers are primarily useful for Chrome infra. ChromeOS sheriffs typically contact ChromeOS Infra deputies.

You can find the current rotation under following link:
https://goto.google.com/cros-infra-deputy

I believe this is managed by Google Rotations, so I suppose there is already some API to query it.

CrOS deputy rotation uses rotations.googleplex.com rather than our standard chrome-infra infra_internal.services.sheriff.rotation tool that other chromium projects have adopted.

This may make adding it to SoM more difficult than other rotations.
