Regression : Unable to open 'Report an issue' overlay in chrome://settings/help.

Issue description

Version: 62.0.3187.0 1066a02fc3eda664375a59a5962ccffa0e28c81f-refs/heads/master@{#494644}
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/help
2. Now click to open 'Report an issue' overlay,observe
 
Actual: Unable to open 'Report an issue' overlay
Expected: Should be able to open 'Report an issue' overlay

This is regression issue, broken in ‘M 62’ and will soon update other info :
Good build:62.0.3186.0
Bad build: 62.0.3187.0

Note : Issue is not seen on Mac OS and will soon update Linux info.

Able to reproduce the issue on Windows 7 using latest Canary-62.0.3187.0.

You are probably looking for a change made after 494402 (known good), but no later than 494403 (first known bad).
