Regression: On content settings, No traces of text should be seen on left side of the window

Chrome Version: 62.0.3187.0 
OS:Ubuntu 14.04 

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://settings/content>>Cookies/Location/camera ... any settings


Expected
No traces of text should be seen on both sides of the page

Actual
Traces of text is seen on both sides of the page

Note: will update windows behaviour when its available

This is a Regression issue seen in M-62

Below is the Manual Bisect info

It is a manifestation of  bug 754927 , which was shadowed by another  bug 752182 . My change fixed  bug 752182  and caused the bug to be revealed.

I just opened a revert for my CL, and will upload another one to fix both together.
