Regression : Unable to drag the vertical scroll bar using mouse click in 'Network' section of devtools.

Issue description

Version: 62.0.3186.0 5609820150169b471ee1da28275ba50e79abc8b2-refs/heads/master@{#494273}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Network' section and press 'F5' key to record some activity and click on any item in list.
3. Now press 'Esc' key to open console drawer and drag it upwards till scroll bar appears and try dragging it using mouse click
 
Actual: Unable to drag the vertical scroll bar using mouse click 
Expected: Should be able to drag the vertical scroll bar using mouse click 

This is regression issue, broken in ‘M 62’ and will soon update other info :
Good build:62.0.3185.0
Bad build: 62.0.3186.0

Bad build:62.0.3186.0(Revision:494273).

You are probably looking for a change made after 494124 (known good), but no later than 494125 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.5 and Able to reproduce in latest Canary #62.0.3187.0
