Some buttons are missing from the launch bar in sign-in screen right after bootstrapping enrollment |

Issue descriptionChrome Version: M61.0.3163.47 OS: ChromeOS 9765.29.0 dev daisy, reks What steps will reproduce the problem? Perform bootstrapping enrollment with two devices to OU with "Always show user names and photos" and "Allow Public Session Kiosk" (but not auto-launch). What is the expected result? At the end of enrollment, both devices would be shown a normal sign-in screen with public session pod in the middle of screen. What happens instead? Only on the slave device, the launch bar at the bottom of screen is missing "Shut down", "Apps" and "Browse as Guest" buttons. The workaround is to restart or launch public session and then exit. After that, the issue is no longer seen again until the bootstrapping enrollment is repeated. This is only reproducible with "Allow Public Session Kiosk" enabled and only happens to the slave device right after bootstrap enrollment.
